Offer in the Lobito Corridor as an Educational Management Tool

The Lobito Corridor constitutes one of the most significant initiatives for logistical and economic integration in Africa, linking the Port of Lobito to the mining regions of the Democratic Republic of the Congo and Zambia. However, the expected economic impact depends not only on physical infrastructure but also on the availability of qualified human capital. One of the main limitations of educational and planning systems lies in the absence of structured data capable of answering fundamental questions: how many professionals exist, where they are located, and what their qualifications are. In the education sector, this gap is particularly critical, as it is not possible to improve the quality of education without precise knowledge of teachers' profiles, geographic distribution, and competencies. The lack of such information compromises planning, the equitable distribution of resources, and the effectiveness of public policies. In this context, the present study analyzes the need to create an integrated database to map, quantify, and locate qualified human resources, particularly in the education sector, in the provinces covered by the corridor. A quantitative, applied, and descriptive approach was adopted, based on document analysis and recent statistical data. The results indicate that the absence of integrated educational information systems may exacerbate skills deficits, compromise logistical efficiency, and increase dependence on external labor. It is concluded that the implementation of a database focused on the location and characterization of human capital can strengthen educational management, reduce regional asymmetries, and support sustainable and inclusive economic development.
